Decentralisation and Subnational Governance
Course Overview
This intensive course equips participants with the practical knowledge and tools required to strengthen decentralisation and improve subnational governance in African contexts.
It explores the key dimensions of effective decentralisation, including fiscal decentralisation, intergovernmental fiscal transfers, own-source revenue mobilisation, institutional capacity, local planning and the alignment of subnational priorities with national development goals. Participants will also examine approaches to improving service delivery and strengthening performance management at the local level.
Through African case studies, fiscal simulation exercises, group activities and practical governance tools, participants will develop a subnational governance action plan focused on strengthening institutional performance, improving service delivery and making decentralisation more effective and responsive to local needs.
